加拿大联邦公共安全部长古德尔(Ralph Goodale)在会后对媒体表示,枪支犯罪和黑帮暴力是对社区安全的严重威胁。虽然如今加拿大的整体犯罪率远低于数十年前,但凶杀案、枪支犯罪和黑帮活动却在逐渐增加。
“在过去四年中,枪杀案几乎翻了一倍,其中超过一半都与黑社会组织有关,”古德尔坦言,“多伦多、温哥华、渥太华和埃德蒙顿等大城市的此类情形尤为突出,而这些问题已向农村和原住民社区等区域蔓延。”
古德尔表示,联邦政府将在今后5年内拨款逾3.27亿加元,之后每年斥资1亿加元,以解决枪支犯罪和黑帮问题。当局的目标是结合联邦、省、市不同层面的努力,支援社区一级的预防和执法工作,强化相关情报搜集。政府还将向原住民社区提供资金,加强相关社区建设。
古德尔也表示政府将推动有效的枪支管理立法,将公共安全置于首位,同时确保遵纪守法的枪支所有者获得公平待遇。加拿大媒体披露,联邦政府正起草法律,从枪支的流动、许可和追查措施等各环节加强管控。

The Canadian government recently stated that it will adopt a multi-pronged approach to deal with gun crimes and gang violence that are quietly rising in the country.
On March 7, the Canadian federal government held a conference on guns and gang violence in the capital Ottawa. Federal and local government agencies, law enforcement agencies, academia, indigenous peoples, youth organizations and community representatives attended the meeting.
Ralph Goodale, Canada’s Federal Minister of Public Security, told the media after the meeting that gun crimes and gang violence are serious threats to community safety. Although the overall crime rate in Canada today is much lower than it was decades ago, homicides, gun crimes and gang activities are gradually increasing.
“In the past four years, the number of shootings has almost doubled, and more than half of them have been related to triad organizations,” Ralph Goodale admitted, “especially in such big cities as Toronto, Vancouver, Ottawa and Edmonton. And these problems have spread to areas such as rural areas and aboriginal communities. ”
Ralph Goodale said that the federal government will allocate more than 327 million Canadian dollars in the next five years, and then spend 100 million Canadian dollars each year to resolve gun crimes and gang issues. The goal of the authorities is to combine the efforts of the federal, provincial and municipal levels to support community-level prevention and law enforcement efforts and to strengthen the collection of relevant intelligence. The government will also provide funds to the aboriginal communities and strengthen related community construction.
Ralph Goodale also expressed that the government will promote effective gun management legislation to put public safety first, while ensuring that law-abiding firearm owners receive fair treatment. Canadian media disclosed that the federal government is drafting laws to strengthen control over the flow of guns, licensing, and tracing measures.
